Project Background

The Green Climate Fund ("GCF" or the "Fund") is a financing mechanism of the United Nations Framework Convention on Climate Change ("UNFCCC"), established to provide financial support to countries such as the Dominican Republic in meeting their emission reduction targets. As a GCF Delivery Partner since 2017, GGGI supports the country in accessing the Readiness and Preparatory Support Programme grants and in strengthening local capacities.

GGGI's Carbon Pricing Unit is a global leader in technical assistance on Article 6 of the Paris Agreement and, since 2019, has supported countries in accessing international carbon markets. In 2024, GGGI launched the Carbon Transaction Facility (CTF) to scale up cooperation under Article 6 through country-level readiness support and dedicated Carbon Funds.

In its updated Nationally Determined Contribution (NDC 3.0 DR-2025), the Dominican Republic commits to reducing its greenhouse gas emissions by 14,732.10 ktCO₂e by 2030 and 18,349.32 ktCO₂e by 2035. The Government, led by the Ministry of Environment and Natural Resources (MMARN), is advancing reforms to strengthen the enabling environment for carbon and biodiversity market transactions, including Resolution No. 0028/2025, which establishes the National Registry of Environmental and Biodiversity Benefits and provides a key regulatory foundation for the national implementation of Article 6.

The National Designated Authority (NDA) of the Dominican Republic is MMARN, and the focal point representing the NDA is the Vice-Ministry of Climate Change and Sustainability. The NDA coordinates closely with key government entities and with nominated Direct Access Entities (DAEs) to ensure complementarity of financing, and coordinates with relevant stakeholders to align projects with national priorities and commitments, including those related to Article 6.

To support the implementation of this agenda, GGGI hired an International Article 6 Expert Consultant, who reports to the Carbon and Biodiversity Markets Senior Associate and works on the design of the national carbon market policy instruments (National Strategy, Authorization Framework, Participation and Risk Management Framework, and Governance Framework), operational support for bilateral cooperation under Article 6.2, the validation of these instruments, and capacity building on Article 6 and REDD+. This NDA Assistant position provides the coordination, logistical, and administrative support needed for this agenda to move forward smoothly among GGGI, MMARN, and the other counterparts involved.
