GGGI is expanding its global sustainable finance portfolio, supporting governments and financial institutions to mobilize investment and strengthen the financial systems that underpin low-carbon, climate-resilient and nature-positive development.

GGGI is developing a major global sustainable finance program focused on strengthening how climate and nature considerations are integrated into fiscal policy, financial regulation, public investment systems and financial-sector decision-making. The program will work across the capital allocation chain, supporting Ministries of Finance and financial-sector authorities to strengthen enabling frameworks, while working with National Development Banks and financial intermediaries to align portfolios, develop financial products and generate bankable investment pipelines.

The program will operate through a flexible, demand-driven portfolio model, with interventions developed in response to country and institutional demand and implemented through GGGI’s global, regional and country teams and specialized technical partners.

POSITION SUMMARY
The Program Manager – Sustainable Finance will lead the establishment, development and implementation of a major multi-country sustainable finance program.

The position will provide overall strategic direction, portfolio management and implementation oversight, and will lead engagement with governments, financial-sector authorities, National Development Banks, financial intermediaries, strategic partners and other stakeholders.

The Program Manager will lead the identification and development of country and institutional interventions, oversee the allocation of program resources, manage a multidisciplinary global team, and ensure technical quality, timely implementation and achievement of results across the portfolio.

A central responsibility of the position will be to connect financial-system reform with real-economy investment, ensuring that policy, regulatory and institutional interventions ultimately contribute to improved capital allocation and mobilization of public and private finance toward climate-resilient and nature-positive activities.

 

PURPOSE

  • Provide overall strategic and operational leadership for a global sustainable finance program operating across multiple countries and regions.
  • Develop and manage a portfolio of interventions integrating climate and nature considerations into fiscal systems, financial regulation, public investment and financial institutions.
  • Lead support to Ministries of Finance and financial-sector authorities on sustainable finance policy, disclosure, taxonomy, supervision, fiscal risk and public investment systems.
  • Oversee engagement with National Development Banks and financial intermediaries on portfolio alignment, risk management, ESMS, institutional frameworks and sustainable financial products.
  • Drive development of financial instruments and bankable investment pipelines, including blended finance, credit lines, guarantees and risk-sharing structures.
  • Ensure that upstream policy and institutional reforms translate into downstream investment opportunities and mobilization of public and private capital.
  • Provide substantive leadership on the intersection of climate, nature, financial systems and investment.
     

ENGAGEMENT

  • Build and maintain senior-level relationships with Ministries of Finance, central banks, regulators, securities authorities, stock exchanges and other public financial institutions.
  • Engage National Development Banks, commercial banks, microfinance institutions and other financial intermediaries.
  • Work with investors, development finance institutions and other capital providers to identify investment mobilization opportunities.
  • Coordinate closely with GGGI country, regional and global teams to originate and deliver interventions.
  • Develop and manage strategic partnerships with technical organizations, research institutions and specialist service providers.
  • Convene senior decision-makers and financial-sector practitioners for peer learning, policy dialogue and knowledge exchange.
  • Represent GGGI and the program at relevant international, regional and national sustainable finance forums.

DELIVERY

  • Lead preparation and implementation of annual workplans, budgets and portfolio priorities.
  • Maintain an active pipeline of country and institutional opportunities through continuous stakeholder engagement and scoping.
  • Oversee preparation and quality assurance of Project Information Notes or equivalent intervention proposals, including activities, budgets, implementation arrangements, safeguards and investment mobilization potential.
  • Manage the program portfolio, including prioritization, resource allocation, implementation oversight and periodic portfolio review.
  • Ensure timely and high-quality delivery across technical, financial, procurement, monitoring and reporting functions.
  • Monitor results, expenditure, risks and delivery performance and initiate corrective action or resource reallocation where required.
  • Recruit and manage the program team and coordinate regional specialists, country teams, technical experts, consultants and strategic partners.
     

REQUIREMENTS
QUALIFICATIONS

  • Advanced university degree in finance, economics, public policy, business administration, environmental economics, sustainable development or a related field.
  • Minimum 10 years of relevant professional experience in sustainable finance, climate finance, development finance or financial-sector development.
  • Demonstrated experience managing complex multi-country programs, portfolios or technical assistance initiatives.
  • Strong experience working with Ministries of Finance, central banks, regulators, National Development Banks or other financial institutions.
  • Demonstrated experience in sustainable finance policy, financial-sector reform, financial product development and/or investment mobilization.
  • Experience leading multidisciplinary and geographically dispersed teams.
  • Excellent written and spoken English; additional relevant languages are an advantage.
     

FUNCTIONAL

  • Deep understanding of how fiscal policy, financial regulation, public financial institutions and private financial markets influence capital allocation.
  • Strong knowledge of sustainable finance, climate finance and climate- and nature-related financial risk.
  • Strong understanding of National Development Banks, portfolio alignment, ESMS, financial product development and investment pipeline development.
  • Demonstrated ability to connect policy and institutional reform with investment mobilization and real-economy outcomes.
  • Strong program and portfolio management skills, including resource prioritization, risk management and quality assurance.
  • Strong analytical, financial and problem-solving skills, including ability to assess project concepts, financial structures and investment opportunities.
  • Excellent stakeholder management, negotiation, communication and representation skills.

WORK CONDITIONS:

The Program Manager - Sustainable Finance is an G10INT grade level in GGGI's national salary scale. GGGI provides 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. The appointment is for 24 months, renewable subject to satisfactory performance and budget availability.
